DD is congested and we were told a cool mist. It seems to help break it up and what not but shes still congested and its been 2 weeks. Shes seen the doc twice for it and he thinks it could be allergies....good luck! Oh and little noses is a big help too!
Everyone will tell you cool mist because it's safer, but warm mist just works better! We have both and we use the vaporizer. Just make sure that baby/pets can't get to it and it is not blowing the warm mist directly at the baby or anything like that.
For a quick fix, turn the shower on HOT and sit in the closed bathroom with baby for a little while.
DD had a cold at 5 weeks, and we had her sleep elevated, and used the cool mist. It didn't work right away but it helped her get a better sleep. We used saline mist to keep the mucous wet (so that it moved out faster, instead of drying up in chunks that you have to try and suck out).
Now that she's teething and has a runny nose, I feel like we're heading down that same road again. *sigh*
Oh, and like JennR said, having a super hot shower and have the baby sit in the steam really helps. DD's breathing was much clearer this morning after my shower.

Docs/Peds will recommend cool mist b/c warm mist apparently harbours bacteria.
