Use crib bumper as Window Valance?

A few weeks ago someone posted that they saw this idea, which I think is SUPER cool - considering the safety concerns with having the bumper in the crib and all.  I think that I have the link somewhere - I will try to post it.

 

ANYWAY - has anyone done this?  I don't even know where to start with it...
