I have an uncle Geoffrey and he pronounces it Jeffrey. He's from England so maybe it's common there? There is a restaurant called Geoffreys in Malibu and it's not pronounced like Jeffrey, it's pronounced "Joff-reys"
I knew a Geoffrey/Geoff in elementary school. He was popular, but people still teased him and said "Gee-off." Once adolescence set in, it got worse and became "Get off." Gross.
It's Jeffrey. In England, it is far more common to spell the name Geoffrey than Jeffrey. Pronounced exactly the same though.
I did know one person in high school who pronounced it Joff-rey. I always kind of felt like his poor parents had just seen the name written but didn't know how to pronounce it.
"I don't want grow up I'm a ToyRUs kid"... I couldn't help myself, but yeah I say Jeffrey. That is what they call the giraffe and that is how the giraffe spells it.

Everyone I've known named Geoffrey pronounced it "Jeffrey" even Geoffrey the Giraffe (ToysRUs mascot) is pronounced "Jeffrey."
