Can you teach a 22 mo to wait their turn to speak?

Kate has always been the center of attention (what first kid isn't?!) but lately it is getting out of control.  She just yells whatever she wants to say and keeps saying it louder and louder until you acknowledge her.  She gets right up in your face and demands that you respond.  I've tried gently telling her that Mama is talking right now and she needs to wait and then I'll listen to what she has to say, but she is really VOCAL.  Any tips?  Thanks!

My son does not talk yet, but will pull us to get our attention.  we tell him we do not like him to pull us. and if he continues, we tell him if he continues he will get a time out. general 1 threat, and he stops.

I hope so because Emilia is just starting to do this and it is bad enough when Miles does it.... now I have 2 fighting over talking first.
