Never, I think it should be outlawed...another little kid got mowed over & killed riding her bike by a woman on her cellphone not long ago--the woman only got probation.  I think driving on a cell is equal to driving drunk & punished the same.  Everytime I see someone who is being a jackass on the road, inevitably they are on the phone--drives me totally crazy.

These actually have been shown to cause as much as a distraction as just using a handset. They don't actually reduce accidents (at least according to some studies.)

i work from my car- so i have to talk while driving.... but ALWAYS use a hands free headset. I can't stand when people hold it to their ear- i see it all day long- those people SUCK at driving. The swerve all over, drive super slow- it's so annoying. There are laws for a reason.
