Can this bridesmaid dress be altered to fit me at 7 months?

Oh, I don't know. You might have to give in and tell the bride. You will not be able to have the dress let out (I don't think). So, you would have to get a bigger size. I wish you all the luck with this one.
I'm in the same situation- supposed to be a bridesmaid 9 days before my due date, but our dresses are flowy so I think I have some time before I out myself.
I don't think this classifies as flowy, so I'd check for a maternity version.
Because I the style of the dress with the rushing at the waist, I would be worried about altering it for a maternity style dress. They may be able to make it more of an empire style -- but I don't think you will get the exact same look. You'll probably also need to order extra fabric to do it, so you should find out if you can get fabric in the same dye lot before you order it. You may want to discuss with the bride.
