Puzzles for 2 - 3 yr olds - should they have the pictures under the pieces?

I need to get my almost 2.5 yr old DS some puzzles.  I'm not sure if I should be getting the ones with the pictures under the pieces which make them easier to match up, or if he should be graduating to the regular kind of puzzle now where you have to put the piece in correctly based on shape alone.

I work in toys. Most of my company's puzzles without picture under pieces are graded 3+.

My DD is almost 2 and is able to do some puzzles without the picture underneath, but still with the frame around the edge.  I actually found some really good ones at Target.

At that age, he can start doing "real" puzzles, vs the ones where pieces fit in.

DS can do the regular 24-36 piece puzzles, and has been doing them for about 6 months. He loves them!

I would get him a 'starter' puzzle that doe snot have pictures underneath. ?DD got some when she was 2.5 and she loved them.
