How do you make everything in a photo black and white and and then select an object to be color?

I use Paint Shop Pro photo for that. They have a color change tool that makes it so easy.  In Photoshop you need to select the item using the tool to outline it and I always screw that up.

Make a duplicate layer.  On the top layer, convert to b&w.  Use the magnetic lasso tool to select what you want in color and delete.

There are tons of good tutorials out there if you google what you want to know.
