How long is the flight? Is it just you flying with them or will DH be with you?
We haven't flown too often with DS, but when we did I brought DVD's and books, plus one or two new little toys to keep him occupied. Mostly he always just wanted to stare at the other people on the plane though.
I'd bring a dvd player, new toys, books (with fabric and things to touch for your younger DD), snacks, etc. It's always better to have more, than run out of entertainment.
OK, so each of you can entertain one of your DC's. DS loved Baby Einstein videos at 13 months. Maybe get a new video for each girl, and put on a show for one and then the other. You can read, etc. with the other DC while one is watching a movie.
I always brought paperback books, so I didn't weigh my bag down too much and I could get more in there.
The things that occupied DS the best during our last flight (when he was 19 months) were the portable DVD player (half the time he just hit play, rewind, stop, etc., but whatever keeps him happy) and a pack of Post-Its. He stuck the post its all ove his seat, took them off, then repeated.
For our upcoming trip next month I am bringing the DVD player, stickers and a sheet of waxed paper to play with them on, a travel Magna-doodle, some crayons and a travel pad of paper (he likes to tell me what to draw for him), and some new board books. The worst things we have brought in the past were small toys like his little cars - he kept dropping them and they would get lost under the seats, etc - it was a PITA.
Oh, and bring snacks. Lots and lots and lots of snacks.

stickers, snacks, suckers, crayons, coloring books, board books, little disney princess figures. ?Anything quiet :-) ?One flight, the kid behind me had play dough which I thought was a great idea until about 1/2 way through the flight when the kid had the tray table down just banging away while my seat was shaking :-)
