He was 25 lbs 15 oz.(45%) and 34" long. (85%)
She had us reweigh him because she thought the weight was wrong, because looking at him there was no weigh he was only 25lbs...but he was! She was shocked. She said normally she would be concerned..but he looks completely healthy and a little chunky even.
Its amazing because DS1 was 27lbs and 32.5" I believe at his 12 month check up..its no wonder I think DS2 looks so little and still like a baby. He so petite compared to DS1!

That seems big to me, LOL. I guess it's just all relative. This coming from someone who has a 27 lb. 4 year old, so that obviously skews my perspective. ;-)?
I'm surprised though that your pediatrician said that normally would make her concerned- the 45th percentile is good, isn't it??
DD was almost exactly the same size at 18 months - 25 lbs 8 oz and 35" - and she's really big for her age (well, height anyway).
If I ever have a small baby, he or she is going to look tiny next to DD.

She said its not good because his height is so much higher in percentile.

My 28 month old is only 26 pounds...so I think your 18mo is HUGE!
I've got the other issue...I've got a runt of a son and my 5mo daughter is already 15.5 pounds, so she seems like a big chunk next to him!
