Adoption ARC vs. NJ Fost-Adopt

Anyone have experience here? I would love to get some feedback. DH and I are debating between the two. We're just at the beginning of our process and quite overwhelmed.

We are doing fost-adopt through NJ. Never looked into ARC so I have no comment on that.
We are still waiting for licensing (some police checks and final state inspection)
So, far I really can't complain a lot. There have been a few things here and there, but overall it has been pretty good.
