Am I wrong?

I’m a grandma (age 65.) I have 3 adopted grandchildren. The girl is 13; the twin boys are 10. The girl constantly is in trouble, and nothing stops her. She steals what she wants (and is caught); runs away from home, sextexts (she steals phones as she doesn’t have one), etc. She’s stolen jewelry from me that now is lost. My daughter (39f) deals with it as best she can.

Two days ago, the girl left school and stole two bags of donuts from a nearby gas station. She was caught by school officials. Now, two days later, I took the boys - who aren’t in school yet- to BeA Sweetie, the country’s largest candy store, and I let them get whatever they wanted. Sister was upset, and sobbed on her mom’s shoulder. My daughter wasn’t happy that there was no candy or trip to the store for the girl. She said it wasn’t for me as a grandma to not let her come. I don’t want to ignore the stealing, and taking her to the store would’ve been a “reward” of some type.

The boys never have been in trouble.

What should I have done?
I know one thing I’m not doing anymore is taking the kids anywhere.
