Kindergarten assessment for migrants

Hi all! Just recently moved from Lithuania to US (Easton, pa) with my family. My younger daughter is 4 right now, and i'm wondering whether to send her to kindergarten or not, because she is not a native speaker and can barely talk, although I (being an English teacher) taught her English since the earliest months of living.
