Babysitter is not staying consistent with potty training

My in laws (usually father in law or my husband’s sister) are the main babysitters and to be honest I wish I could afford daycare. I appreciate the free help but they don’t stay consistent with anything from naps, snack and meals, and now that we are potty training they are no help. My 2 year old does have accidents but she will pee in the potty for me and I have her in underwear during the day. I’ve expressed pull ups are for sleeping but they do what is easier for them and keep her in a pull up all day! It really messes with the potty training. I ask my husband to back me up but he doesn’t want to offend them so he lets it go. It’s been a uphill battle since I’ve been back at work (I’ve been back since she was 3 months old) and I’m aggravated to come home to her constantly in wet pull ups with the excuse of she doesn’t tell us she has to go. Aren’t you the grownups? I tell them to take her to the bathroom every half hour but these are the same people that I say give her the lunch that I packed and I find out she’s been eating junk food all day. Any advice? I’m looking into daycare stipends to see if I can get any help. She also gets no educational stuff during the day (abc mouse or workbooks and flash cards )because everyone is just letting her play with toys and watch cartoons all day. She will do all these things for me. It’s beyond frustrating that I make more money than my husband and I’m head of household so I have to be gone about ten hours a day and come home to everyone undoing the routine my daughter knows evenings and weekends.
