Formula Through Insurance

My insurance (Highmark Blue) covers 100% of formula due to my daughters milk protein allergy. However, apparently state law affects this coverage. In order for it to be 100% covered the state that it is supplied from must also have a law that says insurance can cover 100%. The company that Children's hospital sent us to is based in Ohio, which only allows 80% coverage. I am having trouble finding an Enhanced (Highmark in-network) company that is based in Pennsylvania. Has anyone been through this before? Anyone know any medical durable supply company that is based, or supplied, from Pennsylvania? Thank you so much!
