Adoption

Hello - I have recently started to look into adoption here in WI. With being in my 20's I am ready for a family and something I have always wanted to do is adopt. I need some advice. What is the best ways of going about it. I am not rich at all but in my life I feel like I am meant to do this. Please any advice on where to start, cheapest way(I know it isn't cheap but what ways did you help with the expense), who did you talk to etc. Please any advice.. What about surrogate mothers? What does that all involve?
