Bedtime battles

I have a 5 year old boy and 3 year old boy. They share a room and do not calm down to go to bed. For at least an hour every night it is constant jumping around the beds, they grab and tickle each other, won't stop talking, yelling, screaming. This is when I am in the room attempting to lay with them together. I will remove the younger one but he won't stay out of the room or the older one tries to run out of the room to be with brother. Anyone else dealing with bed time battles of 2 sharing a room. Any tips?? I have tried cutting out all tv electronics 2 hours before bed but it doesn't seem to help any.
