14 month Pulling Hair

My 14 month old has been pulling hair now for a few months. First it started out with just pulling my hair and then she is now pulling the kids at daycare's hair.  I have tried ignoring her, reprimanding her by saying not nice no pulling hair and just trying to walk away.  Each time she just laughs and tries to do it again. I am starting to see if time out will work for her but the first few times she sat on the chair swinging her legs and smiling. Any other tips for this!! We need to try something new or by Christmas I will be bald!  Much thanks in advance for any help
