I see no issue with Jocelyn. People use gender neutral names all the time... I don't care for it personally, but just because it's a masculine name in France is not a reason not to use it if you like it. Putting a masculine name on a girl does not make it 'gender neutral.' There are very few truly unisex names out there (Francis/Frances for example). Jacqueline is worlds above Jocelyn for a little girl, IMO.
That being said, I agree that Jocelyn needs a very feminine middle name. I like PP's suggestion of Jocelyn Claire.
I struggle with this one. I honestly had no idea until I came to this board that the name was masculine. I have always liked it in a 'wouldn't use it, but still enjoy it' kind of way, and I have never had anything but female connotations with it, so it is hard to wrap my brain around the concept of it being masculine, even though I know it is and the fact that it is will forever bug me now. I try very hard to adhere to the rules of masculine names for boys/feminine names for girls, so I guess it now goes in the GP (guilty pleasure) pile for me. That said, I don't know that I would totally discourage you from using it. I like the previous suggestion of Jocelyn Claire (as well as Jacqueline).
Are you planning on always calling her Josie, or calling her Jocelyn and Josie? If you're just looking for something more "professional and grown up" sounding/looking for her birth certificate and resume, may I gently suggest Josephine? It's such a lovely, classic name.

DD#1 is Jocelyn James (James after DH's best friend who passed away from cancer while I was pregnant) It fits her and by no means does it seem masculine on her.
