White Bump on Gums

My baby, he is 3 months old, has a tiny white bump where his bottom right incisor would be. He drools a lot, started to gum your finger a lot (bite down on it when you put it in her mouth), and recently seems to have a runny nose (sneezing often) cold or allergy symptoms but seems to be in no pain.. could this be teething?
