new to high risk

I'll be 38 weeks pregnant in a little less then an hour and I'm due on April 28th.
My normal doctor sent me to see a high risk doctor today because the baby has been continuously measuring small. The high risk doctor did an ultrasound and confirmed that yes the baby is small and has IUGR and the fluid levels are low. So the baby will be taken out via c section tomorrow.
The high risk doctor has been trying to get ahold of my normal doctor to tell him the news but no such luck.
So I might be going to the hospital tomorrow for nothing.... So frustrating!!!!
