Random Rashes on Legs?

My son has gotten his fair share of diaper rashes, but nothing too crazy over the years. In the last few weeks though he's been getting a rash around the thighs where the elastic goes, and even on the inside of his thighs? It's not on his bottom where a traditional diaper rash would be to cover in Desitin or your cream of choice- It's not raised, just red, and when I put Cortisone on it, or Desitin for that matter he squirms and whines. That could be because he doesn't want to be held down, not just necessarily the cream- but either way it's new. We haven't changed diapers/wipes/detergent/etc.- any thoughts?

It is a heat rash or a rash from the elastic maybe from being too tight or he's become more active?

Probably a heat rash. Soothe from Rodan and fields is something that I know few moms have tried. You can order it here
