My 4 year old won't sleep!

Maybe I'm making this out to be more than it is but I still need to ask. My 4 yo will go to bed between 7:45 and 8 pm. At 4:50-5 am he is wide awake and ready to go. How do I get him to sleep longer? Again this may not seem bad but to me a 4 yo should be getting more sleep.

Does he nap? If so, maybe cut out the naps?

The only problem with that is he goes to a state run daycare and they have a rule that he has to lay down for at least 30 minutes and by that time he's asleep. We can't get around it.
