I'd use a mini hole punch. If you punch two holes the width you'd like you can cut your ribbon to size and bring up through the holes to the front and type how you'd like. No dry time or worry about moving around /getting messed up in the mail.
You can get slotted paper punches that cut thin strips perfect for threading ribbon through (depending on the ribbon width). I bought one when I was doing my wedding invites.
What if you made slits close to the edge with an X-acto knife? You could thread it through and twist it together in the back. It looks like the ribbon is sheer and I'd be afraid the glue would show through, even if it was clear.

Otherwise, depending on your medium that you're attaching the ribbon to and the type of ribbon:
Glue
Hot glue
Glue dots (for cards sometimes, but isn't ideal)
Wire (like on a wreath)
