Okay I need recommendations for make up. I don't usually wear anything very rarely I will wear eye liner. I've decided I need to invest some $ on me and my sister suggested I try new make up but I have no idea where to start. Help me.
Basics if you're not used to wearing or applying it. BB cream, a blush, a lip stain, mascara, concealer, a little eyeshadow palette with a handful of colors you know flatter your eye color and skin tone. Some brushes if you'll use them.
No, Ulta has everything! The girls at my Ulta are really helpful.
I'm a make up minimalist so I like bare minerals for my face- tinted primer, their base powder, and blush. The right brushes are key. I also use their eyeshadow for which you'd also want primer. I believe bare minerals sells a starter kit that is reasonably priced. You could find that at Ulta for sure.
Benefit has multiple good mascaras. Urban Decay eye pencils- I use a dark purple bc I heard Carmody on What Not to Wear say it was more flattering. Try a lip stain from tarte- it's more than gloss, but less than lipstick. I love that it leaves me with color even when it wears off so I'm not constantly reapplying. Those items are all at Ulta too.
I get really intimidated at makeup counters, but like Ulta a lot.
Get a great moisturizer if you don't already have one, that's essential. I would say on items like foundation, and concealer, invest. I don't spend a ton on the rest, other than good brushes, I like Mac for those.
Watch a few you tubes on how to's, my favorite is Kandee Johnson. Also, make sure to go get your foundation and concealer color matched. It's always nice to have a second set of eyes for this.

The Balm Products: Frat Boy Blush Sexy Mama Powder Pick-up liner (pencil eye liner)
Clinique and Dior really have great foundations. Dermablend quick-fix is my favorite concealer of the moment because it covers even the darkest of dark circles.
Revlon colorstay liquid liner is such a great long lasting drug store find and Clinique also makes my favorite mascara, Lash Doubling Mascara. It looks natural and doesn't clump. Don't neglect your brows, any flat finish eye shadow that's the same color as your brows works great.
Also, hoping that you catch a really good cosmetics associate, make sure you ask if your skin has a cool or warm tone to it. This will help you select all the right colors now and down the road, not only for make up but also your wardrobe.
If you don't catch a good associate, I know a trick. Do you look best in gold or silver jewelry? If you look good in gold, more than likely you're warm toned and silver suggests cool toned.
Do I need concealer and foundation? I hate feeling like I have stuff on my face all day.
I'd say you need one in general, but don't have to wear one everyday if you don't want/need to. I haven't worn concealer in months, but when DS was sleeping shitty, I needed it under my eyes daily.
You're naturally pretty and your skin looks good, no dark circles to speak of, really. Also, I think in general girls with darker eyelashes and eyebrows can get away with no eyeliner and/or mascara easier than girls with very fair hair.
A BB cream is really light, it won't feel heavy. At Ulta or Sephora you can try a little on your jawbone to see if the color blends and what you think of the coverage and texture.
If you are looking to spend, Tarte has pretty eyeshadows that are easy to layer to blend. They aren't very high-impact colors but it sounds like that might suit you. Tarte also has a liquid eyeliner called Multiple that is very user friendly. I like Smashbox eyeshadows best but they are deeply pigmented and less forgiving if your hand isn't that steady, and not all that easily blended.
Eye bright by Benefit is great for the inside rim of your lower lash line if you tend to get dry, red eyes.
My splurge item is Make Up Forever's pressed powder. Loose powders just don't have the finish I like.
You'll just have to play around with a lot of products to find something that looks good and you'll enjoy using. I think going to Ulta or Sephora is a good suggestion. This time of year a lot of the cosmetics companies have little kits with small versions of popular products, and you might look at some of those. It's a good way to get a feel for a particular brand and sometimes find new favorites.
Soo this post got long, sorry. It's taken me years to figure out all of this stuff and what works for me might not be best for you but these are all readily accessible brands that seem to work well for a lot of people.
I would suggest a good BB cream for a basic daily wear instead of a foundation. Laura Mercier seems to be fairly well loved by just about everyone. Ditto @Housewifehair on investing in good foundation(s) and moisturizer. 100% Pure makes amazing moisturizers and their customer service is top notch, but a lot of moisturizer success is sort of YMMV. It's important that either your foundation/BB cream or moisturizer has SPF in it and whatever you wear, wear SPF daily.
For days you want more coverage - I adore Tarte Amazonian Clay 12-Hr foundation. It has spf15 built in and is great. No greasy feel and does not get cakey. I use a damp Beauty Blender to apply.
Concealer - Benefit Erase Paste is my fave.
Under eye cream - 100% Pure makes a coffee bean eye cream that I adore. Smells like coffee, too, so that's a nice bonus. I got TONS of "you don't look exhausted enough to have a baby!" comments with that stuff, so I call it a win.
I would suggest a good eyeshadow primer (Urbay Decay Primer Potion is my go-to) and then you can pretty much wear any eye shadow of any price range or brand and you won't have creased eyelids by noon. A neutrals palette like Urban Decay Naked 3 would look great on you if you feel like splurging on eye shadows. It's not cheap, around $50 for I think 10 colors or something, but it has serious staying power and lasts forever.
I use Tarte Amazonian Clay waterproof eyeliner. It comes in a little pot w/ a brush. Even though I was intimidated by a non-pencil eyeliner at first, I've found that the wider end of the brush gives me a great line that isn't as harsh as a pencil was.
Anastasia Brow Wiz is another terrific product - you don't look like you need much eyebrow fill but this stuff kicks arse (it's a pencil). Anastasia also makes a brow gel if you aren't crazy about a pencil.
Oh, and I am currently singing the praises of NARS' The Multiple stick. I use it instead of a powder blush and lipstick. The Orgasm color is universally loved but I think you could rock the Na Pali Coast color.
Aaaand don't forget makeup remover, skin cleanser, and tools (brushes). I have slowly been building a collection of Sigma brushes - they are expensive but very well made and last forever so I just add one to an Amazon order here and there.

Tarte makes an amazing foundation. Urban decay for shadows but for drug store wet and wild palettes are great too and cheap. There is a ton of videos on YouTube!
Late to the party but E V E R Y O N E should own Urban Decay's Naked 2 eyeshadow palette. It's $50, worth the investment, and the shades in that particular palette are universally flattering. It's Fitmama and @CFox815 approved.
Great post, I could use some help in this department but just wanted to add my 2 cents, I wear minimal make up so my suggestion if your kind of just getting your feet wet is to think about one feature you want to/ are most comfortable highlighting to start with.
For me, its my eyes. I own a BB cream but really only feel comfortable wearing it on special occasions (and im lazy too!) but I almost always do eye shadow and mascara. I also love my eyelash curler! Critical for me to not look so tired!
When i'm feeling frisky I add some blush and lip tint, but I think it helps to start with one accent or focus and then build from that.
