Something I was considering getting instead of outlet covers were these tamper resistant outlets from home depot, since eventually kids learn to pull the covers off:

The cabinet locks I linked (if that's what you're talking about) are pretty effective. My 3 year old still hasn't figured them out. My dad actually brings his own toilet paper when they visit because he can't open the cabinet under the bathroom sink where our toilet paper is since we have one of those locks on it.
