Sometimes when I sit in a certain position, or sit on the floor, I get a sort of numb/tingling sensation down there. And sometimes it pulses too like what you're saying. I think it's probably just blood circulation. Similar to your leg/foot falling asleep.
This is what usually happens to me when I am horny.

OP, we're all nearing our 3rd trimester. We're going to feel all kinds of weirdness in the abdomen and crotch region until the babies finally emerge. Take a seat and relax.
It may be hiccuping. The baby that is closest to my crotch has been hiccuping all day and it feels like pulsating down there. If it wasn't baby I'd say it actually doesn't feel so bad, but that is just wierd since I know it's baby. It's not like the normal lightning crotch when I get kicked down there.
All I can think when my baby moves is that it feels like I'm the ocean and there's a submarine firing missiles at my bladder. Can anyone tell me what this is? I'm afraid I'll give birth to a boat, and then I'll have to entirely re-design my nursery.

ETA: never mind - I read your post as "painful." Agree with @mangomimosa probably just increased blood flow.
