OMG that is horrible. 80% oF DD's clothes are second hand. I can't imagine the financial strain on American families to have to buy all NEW clothes. And how is this going to be inforced? I understand they can go after thrift store owners and large charities like Good will, but what about yard sales and swat meets? This is something that was just not thought through rationally.
According to what DH found out, this regulation does not apply to individual sellers (ie, garage sales, freecycle, freepeats, etc). He also said that, according to everything that he found, there are no enforcement procedures in place at this time, and "they" (the proverbial "they"...ha!) don't know how violators will be punished, yet.

I know. Lots of DH clothes/toys come from garage sales and ebay. And alot of her go get sold in garage sales/ebay to make a little extra money.
