help. frustrated!

DD is 21months old, This past month she's started taking off her diaper and peeing on the floor. Anytime i put her on the toilet she plays and then starts crying and trying to get off. We have a potty seat that goes on top of the normal seat. Once she gets off she will pee on the floor. Sometimes she asks to sit on the toilet but all she does is play on it. Please help, I'm tired of cleaning pee off the floor.
