Help! 20 Month Old Girl - Diaper digging!!

Hello, 

I have a 20 month old girl who will not stop digging in her diaper. She continues to grab herself. I brought her to the doctor and they gave me cream for a yeast infection but she does this even without redness or evidence of a rash. Today she was digging and playing with her poop (obviously disgusting)!! Does anyone else have a toddler that does this?! It freaks me out and i'm just wondering whether this is normal behavior?!?!
