Given the fancy (read: gaudy) invite...I think they're going for "men wear tuxes, women wear gowns," but like @uconnhuskie007 said not like "prom" gown. Just something floor length is fine.
That invitation reminds me of the Paris bridal shower invite in Bridesmaids. Did a butterfly fly out of it, too?
Also, I feel like you should start a separate thread for suggestions on what to do what that monstrosity. I think we could possibly come up with some awesome ways to re-purpose that. I'm only half kidding.
My wedding was black tie and I go to a few black tie events every year. Floor length is what you are supposed to wear. People wear fancy cocktail dresses, but cocktail is often too casual-so floor length gown is the easiest, in my opinion. My brother's upcoming wedding is white tie and its floor length/ballgown.

I like invitations that make it clear how you should dress. Black tie means something specific. I was invited to a wedding once and on the invite it said "dressy beach casual". Had no idea what that meant.
