Different versions of this have gone on for as long as school has existed. Buying someone else's work to turn in on your own has always happened and has always been a breach of academic honesty worthy of expulsion. There is no grey area and anyone who is caught deserves to be expelled.
When I was in grad school there wasn't CL but I was definitely aware that students would buy papers all the time. We used to google a few sentences of any paper turned in to us to see what searching brought up and caught students this way more than once.

My sister graduated with her BA last year; any papers she wrote she had to submit electronically and they were run through software that was used to detect fraudulent work. Heck of a lot different than it was when I was in school!
DHs company invested in one of these companies last year. It's a huge business - huge numbers of schools, even at the high school school level are having their students submit all work electronically and run these checks on them.
Yep! The school I work at uses it. I love it and was sad to see it dropped due to budget constraints.
MIL would write B I L'S papers when he was a freshman in college. She would mail them to him. Made me so angry. Still not sure how the 2 of them put their heads together to earn a PhD.

Those programs were just emerging when I was in grad school, but my school was too poor/cheap to use them. Now the HS kids I know all submit papers through them so that part is checked for the professor. Doesn't stop an individual from giving you a paper, but at least it's helping stem the tide of papers purchased online.

So, your MIL is actually quite bright, but amoral?
Nope. Even with spell/grammar check, her writing is full of errors. She claims that it's because she doesn't know how to use a computer lol.
I wrote papers for my manager at the movie theater when I was a senior in high school and she was a sophomore in college. But I was 17. Definitely wouldn't do it now.
