Uploading photos using IPad

Anyone else bump with an IPad? For months I've wanted to upload pics and change my avatar, and I can't figure it out. My photo settings aren't private, but when I use the uploader, the "Browse" buttons aren't lit up to be able to select them. Can anyone point me in the right direction to fix this?
