We have something super similar to that. My only complaint is the straps are a little sketchy at actually keeping him in it. Other than that he loves it and it's easy to maneuver. He thinks it's hilarious to shake the handle bars side to side when I'm trying to push him in it though.
As far as the straps go, I feel they are sufficient since there is also the plastic ring/cup holder part that goes all the way around. It makes it so they can't climb out, and the ring helps contain and side swaying (since it's a 3 point that goes over the shoulders there is no waist clip)
We have the same one and both boys want to ride it alllllll the time! It handles so well. It was a bitch to assemble though. Also there is nowhere for and adult to stash anything, but that is a selfish complaint
We have the same one as @CL8badB but not in that colour. Ours is yellow, purple and red. DD loves it but the harness is a little ridiculous its like 7 point and there are side bars.
Seriously as the mom of two boys I would definitely go with one that has the toddler ride along step. Lord knows even though we have a fleet of things to ride G has to be on this if Arlo is!
We got this one for ds1. I like it because you can grow into it. Even a at 3 he still will get on it and ride. It's very sturdy and hard to tip. My parents have the other one at their house and it's very small and flimsy.

Eta that we never have any problems with the straps staying where they should and I think the tray keeps them a little more secure.
