Does exclusively FF poop need to be sprayed?

I never FF'ed so I have no experience with this. Some ladies on a cloth diaper Facebook group I'm in say that formula poop is not water soluble and needs to be sprayed. I thought I had always read here that it WAS water soluble and didn't need to be sprayed or anything before washing. I have no dog in this fight, I'm just curious.

Which is right?

You are correct. It is water soluble.

You only need to spray once solids are involved.
