MrsMuq has some great ideas! We do some of those but nothing very complex yet (twins are 19 months). As well as coloring and fingerpainting they enjoy...
1: painting with water 2: putting stickers on things 3: I give them a handful of Cheerios and an ice cube tray....they enjoy putting them in the little compartments, counting them, dumping them back out etc

My dd is learning about patterns at school. I bought a couple different kinds of beads and some rubber string so she could practice. Turns out, she just likes shoving them on the string. Not at all interested in making a pattern.
We do the things pp's have suggested too. Her favorite is to draw pictures or paintings to send to relatives and friends.
I mostly scour pinterest. Our favorites at that age were:

Honestly, my go to, easy craft for my 5yo are the seasonal, self sticking foamie sets from AC Moore or Oriental Trading co. .
Easter had decorate eggs. Fall has leaves, or owls. Halloween has jack o'lanterns, etc. Winter/Christmas has snowmen, or ornaments or gingerbread men. And there are tons of other themes.
I will buy a 20 pack and pull them out when DD needs some craft time. Then we will hang the craft up on our mantles after she is done.
Now, I will try to have some more Pinterestesque type crafts a couple times a week, but these are great for those "mommy, Im bored" moments.

I never thought to attach pipe cleaners. We may be making the Grandmas some bouquets soon!
We stuffed them into a small jelly jar filled with tissue. It's our table center piece for now I was considering sending one to mil.
Hallelujah, it's a miracle, I have children AND a signature!
DD loves making animal masks out of a paper plate with the middle cut out, a popsicle stick handle and some sort of ears and color the border. Best is it becomes her favorite toy for like a week and she runs around with it roaring or making whatever animal noise.
