Books, a ride on toy, DD's favorite was a little tent that we put up in the living room (it is like 3x3 so pretty small). She plays with that thing daily.
Is he walking yet? I got my son a little bubble lawn mower he can push when he was 10 months old and he still plays with it every day at 18 months. From the time he started walking, he loved things that he could push.
You got a ton of great recommendations already! I will say my son absolutely loves that bubble lawnmower too. He still plays with it and he turned two this summer.
We've bought a couple of friends' kids the Leap Frog Scout/Violet toys that you can program with their name and favorite things. DD absolutely loved hers.

This! OMG this! Anything he can throw, stack, or drive. Depending on the kid, dinosaurs can also be a hit. DS#1 is a dino fanatic, DS#2 couldn't really care less about them, he wants his cars and balls. I never knew a house could have so many balls, and they still fight over the same one.

If you want to go with a small gift, I'd suggest books or puzzles. Melissa & Doug make some great puzzles.
