Special Needs

Anyone live in TX?

DH want's to move to TX eventually, it's a 3-5 year plan for me (and a <1 year plan for him..) lol but our best friends and the girls god parents are moving there this month.  I've been trying to find info out on medicaid waivers, etc but a lot of the links aren't working.  I'm wondering if things like the buy-in and some of the waivers have changed due to obamacare.

Anyone able to school me on medicaid waivers in TX, etc. We have the ECDC waiver here, she gets attendant hours and respite and full medicaid which we use as secondary.  I'm more focused on the secondary insurance or the buy-in because it's really something we have to have.  Otherwise we can spend $1000 a month in copays for just her.

TIA.

Re: Anyone live in TX?

  • Yeah I saw that alot of the waivers had wait lists, but it did seem like they had  a lot of different options, but I made some phone calls today and didn't get anywhere.  I was curious about the medicaid buy-in program because that's something we would certainly be willing to do, to cut down costs if the waivers are impossible.  We don't have that here for children so I don't know how it works.

  • I'm in TX.  I know nothing about waivers because we'd never qualify due to our income.  TX in general is one of the worst states for state funded services.  I'm sorry.  :(

  • Sorry, I was probably mixing up some things.  We were told by a speech therapist to apply for medicaid which I scoffed at, but they insisted some part of that was not based on financial need.  I thought they were nuts, but we applied anyway and were denied due to our income.  We stopped speech therapy anyway once DS1 moved to full-time ABA a few months later.  We are extremely lucky and our currently desired services are covered by insurance (though with our share of those costs and another child in day care full-time, we still spend a lot of money).  However, this serves as a reminder that our situation could change and with horrible wait lists maybe I should look into some things now.

  • In Texas they have local MHMR centers, the IDD departments controls the Medicaid waiver programs for IDD and ASD (texas home living and hcs) The waits are long. There are other programs (CBA and CLASS ) for medically fragile children that are controlled by the department of Aged and disabled. . Not sure which one fits your needs. Here is a run down: https://www.dads.state.tx.us/providers/waiver_comparisons/. I honestly don't think they'll let you sign up in our state even with promises of a move. Also, you'd need to know which local area you'd move to in order to be on the correct list. There are short cuts to the lists but would require institutionalization. It used to be as little has an overnight stay. I know several that did that. I used to work for one of the waiver programs through a local MHMR ( heck it might have a new name now since they changed MR to IDD.) it was for boh ASD and IDD.

  • Yeah it's definitely confusing because it seems like different waivers overlap, but it seems like they all have a long wait list, and I don't believe P would qualify to skip the waitlist, she isn't that "sick" she just has a lot of medical bills.
I think the buy in is probably our best bet but i'm not 100% sure if it has an income limit or not, so that's what im trying to find out now.

    boooo.
I know we would have to wait until we move, that's not an issue, I just need to do the research before we move because her bills are immense.

i've made a few phone calls.  I just got off the phone with the dept of aging people and they said the mdcp has a 7 year wait list and the class has a 10-11 year wait list.  I'm fairly certain she wouldn't qualify for the bypass thingy.  And, the buy in has a 300% of the FPL limit which we would be over by 10k or so.

So..I guess we are screwed.  The waiver we would need would be for medically fragile children.

  • In order to meet the bypass (and I didn't work for medically fragile children) I think you had to meet the qualifications to be placed into a nursing home. We used to have round table meetings with DADS (aged and disabled) and another advocacy group. And that sticks out. A lot of the programs to overlap but generally have different benefits in some way. The 2 i worked with overlapped but one was much better than the other and had different residency requirements. It's been 4 years since I worked there though. I went back for a teaching certificate hoping for SPED but I gues there was a higher need i n math (where I ended up).
