Swollen penis?

So DS's penis is a little swollen and red. We took him to the pedi (not our normal as it was a last min visit) and he just said it's irritated and to put A&D on it. But it's not improving (we have another appt next Thursday).

No where else is irritated. We use tide free and clear to wash the CDs and use sensitive wipes.

Anyone have any experience with this? Or ideas?

My lo started with a rash (turned into sores) only on his penis starting last thanksgiving. It would clear up and get better and then get worse again. We finally have it cleared up after trying everything (antibiotic creams, anti fungal creams, steroid creams) and seeing a dermatologist. And we still didn't get an answer just that it was irritated from something and it needed to heal.

One of the first things I did was to do a hot water strip on the diapers and changed my wash routine to use the washable throw rugs setting on my washer because it uses a ton of water. It didn't help, but worth trying. 

Dermatologist ended up doing a very weak steroid and it healed immediately, but when we tapered off of it, the rash came back.  We are now using protopic and I am down to about 2 times a week using it. I use lanolin the rest of the week at nighttime. LO is mostly in undies now, but still dealing with this.
