asks to put underwear back on

My DS agreed to put on underwear this morning and even went on the potty once but as soon as he wet his underwear a little or made dribbles on the floor he asked for a diaper. Does this sound like he isn't ready since he wants the diaper on or is that he dosent want to make a mess? I offered him underwear or to go naked after he wet through and he really wanted the diaper. Not sure if I should just honor his requests so that I don't frustrate him or be more persistent. I am trying not to be pushy.
