Doctor worthy? WDYT?

Nicky has these red areas one his left bottom eye lid. The one nearer the inside corner has a few little bumps. Would you do a doc visit for that? He's been cranky the last week or so, very congested, but I figured teething. The congestion has been going on since forever so that's not new.
I'm looking at him closer and that kid may be a tiny but swollen too.
Would you pack up the kids and take him in? I'm always nervous about eye stuff.
