dilation and effacement

Can effacement change? Two -Three weeks ago I was 0 cm 50% dilated at 35 weeks then two days later 1cm and 50%. The following week 1cm and 65% effaced. Today 0cm and 25% effaced at 37 weeks. I know it's all subjective and I understand that for dilation but is it the same for effacement? Can it fluctuate downwards?
