We didn't start CD with DS until he was about 5 months old, so CDing a NB is new territory to me.
I'm thinking prefolds and covers is the option that makes sense for our budget, but we've never done PF's before. Any rec's on brands? How many we should have?

36 changes is a good number, with 6-8 covers.
GMD orange edge nb prefolds are super popular, but they don't always last long enough to fit into a one size stash. It depends of what your OS stash is and the shape of your baby. Some people skip nb size and start with smalls, which usually just give you lots of extra bulk at first, or have a mix of nb and small sizes. Flats are an even cheaper option that will fit no matter the size.
IMO, GMD is pricy for prefolds. We got our nb in a seconds sale, but all our other sizes came from nickis at a fraction of the cost, and I love them.
As for covers, you will need a true nb size to fit right away, but then you can run into the same problem of needing to fill the gap between nb and OS. I like to have a mix of nb and thirsties size1s/ assunta tiny covers that are adjustable and fit to 16 lbs or so.
Another option is to have a "transition" stash to fill the gap, like kawaii P&Ns, which are a smaller, inexpensive pocket.
I have some gmds and some nickis. You can definitely tell the gmds are thicker and more absorbent, but you change a NB so frequently it really isn't that big of a deal.
I would definitely get a few fitteds too for overnight. They are easier to put on in the dark, and will hold more once LO starts sleeping longer stretches.

I like both the Duo and the sized covers.
Also, I loved (&still love) the GMD workhorses, especially in the nb size they are $5ish new and are awesome MOTN changes. We got an extra week or two out of the nb workhorses after she outgrew the nb prefolds bc the side tabs gave us some extra width.

The newborn workhorses lasted about 4 weeks for my 8lb-14oz newborn. I bought 6. They were great for middle of the night changes. I really like the Thirsties Duo Wrap in aplix. The Sweetpea cover is a nice trim option as well, just not for over a bulkier workhorse.
I'll also second getting some kawaii P&Ns for easier changes (on the go, hubbies, grandparents, etc.). MH refuses to use the prefolds b/c they aren't "easy" so having some pockets or AIOs was important for us.
