I voted voluntary. I honestly don't care if the government knows where I'm hanging out. GPS microchip=/= computer controlling electrical impulses to my brain, and I'm not afraid of rats.

So, say that we all have a voluntary chip program, and that database gets hacked by a terrorist group, or even better, a rival political party decides to make some sort of scandal to help their party's nominee get into office.(Far fetched? What about the bridge scandal in New Jersey? But I digress). So, said political party decides to leak this sensitive information, or uses it to create some horrific disaster where "average citizens" lose lives because they were at the wrong place at the wrong time (but were they? dun dun duuuuuun). All in the name of political scandal, so the party's nominee could come swooping in to give aid, support, etc. (because they already knew about said event and planned for it, so they were ready and waiting) and then use the other party's lack of response against them at the polls.
"The government" are just people, and I'm not convinced any of them should have access to that kind of information / power.

Love the potter quote! But I don't think the big bads in your scenario needed microchips to make whatever they were doing happen... Some people are evil. I get that. But I still want a LoJack for my kids...
It's not about having a boring life or never committing a crime. Knowledge is power, and knowing about a person or a group of people (e.g. everywhere they go, their health info, etc) can give you power over that person. All our past information leaks prove is that no information is safe from hackers, and even if it could be, that doesn't mean the people who are supposed to see it won't use it for harm or sell it.
Say you're job searching. You want your old employer to know that you went to an interview at 3 other jobs over the last 3 weeks?
Want people to know what test you had at your annual gyn exam and its results? Or that you stopped picking up your birth control pills 3 months ago? What if every billboard you walk/drive by scans your chip and, since it knows you stopped taking your birth control pills, flashes ads for EPTs and seabands.
What if someone wants to target you? Maybe you say you're not interesting enough for that to happen. But think if you or anyone you know has ever had a stalker. Now say stalker can easily electronically keep track of where you are at all times, start to predict where you'll be when (since we all lead such predictable lives). Creepy and dangerous.
Want a pedophile to be able to track your kids on their way walking to school? playing in the yard?
Less likely scenario, but what if I was accused of a horrible crime I didn't commit? It does happen to someone, wrong place at the wrong time. What if I did want to get out of dodge rather than face what I thought would be wrongful imprisonment or worse? What if I do want to get off the grid, Jason Bourne style? That option would forever be gone.
I actually met someone who chipped their child years ago. We went snow skiing about 10 years back. Our instructor had his 7 year old son chipped to track him if he was kidnapped or got lost skiing. The kid was awesome at skiing and went off on his own all day. But I'm undecided...
