Too tight?

Silly question, I'm sure. Ftm and we just started getting into our newborn stash of prefolds and covers, dd is 2 weeks old, if she's getting marks from the cover should we loosen it? She is so long and skinny, I think 20.5in and 8.3lbs so it really feels too loose when we loosen but when we tighten there are marks on her back.
