1. Does this mean I need to buy a shower gift AND diapers?  No.  It's a request only.

2. If I don't bring diapers is that tacky? No.

3. If I'm not "close" to the mom to be what's the $$ range?  Your range is about what I'd spend.  $40 at the absolute most.  I'dprobably try to stick closer to $30.

I was invited to my friend's sister's baby shower that my friend was hosting. I ended up going shopping with me friend and she bought her sister a diaper bag at the Vera Bradley outlet so I picked up the matching lunch bag for bottle storage and got a couple of bottles off of her registry. I think I spent $30-$40 and I was comfortable with that. They didn't do a diaper raffle so that was my only gift. If I was buying diapers for a raffle I would definately subtract that from my budget for the rest of the gift. No need to spend more than what you are comfortable with.
