I agree with PPs that they run big. My friends daughter didn't wear a size 2 until she was over 20 pounds I believe. My DD is only about 11 pounds but we are only on the second set of snaps so she's still got lots of growing room. You will get more use out of the size 2 but the size 1 will probably fit better right now.

We used mostly size 1 ACs from 6 weeks to around 6 months. G has crazy cubby thighs and is in the 70% percentile for height. The size ones were just too short in the rise and too small in the legs at around 17-18 pounds. If your LO's have skinny thighs and are 50% or lower height wise I'd go with the size ones & expect them to fit until the recommended 20 pounds.
As bookitup said, the size 2s do run big. I don't think ours fit until 20 or 21 pounds. So for us there was a time when neither size fit. Once they started fitting I loved them for quite a while, but now at 34" and 25 pounds with average thighs the fit is a little weird for me. We still use them and like them ok, but they aren't my favorite diaper anymore.
We were gifted a couple size 2 AC pockets and DS2 has been wearing them since 3 months old, about 15lb and 26" long. The rise looks high, but they have no leg gaps on his chunky thighs. I like them well enough.

H is 9 months on Monday and I'm estimating 17lbs. I'm going to go with a size 2 because I will get longer use out of it.
Unless someone says they run big then I may consider size 1 because she is a peanut.
