If I'm planting flowers, I need expertise over cost effectiveness, so I go with a local place so I can ask a million questions. I have the blackest thumb.
If I need something very general- like pansies or impatiens then I go to whatever store has the best price. But if I am looking for something a little more specific- and I want something less generic then I go to a nursery- they have many more plants and less common plants. This year I am planting indigo and a variety of hosta that grows 30 inches tall- these are not plants that I can find at the big box stores.
It depends, I got hydrangeas for Mother's Day, Home Depot had them for $25 and our garden center had the same exact ones (same size, distributor, and variety) for $49. I do tend to buy 'last years' stock from our garden center they are a bit root bound, but I save 75-80%.

My mom says Walmart has good prices and if you get there early, before the employees have had a chance to neglect the plants, you can get some good deals. I don't shop at Walmart.
This year I went to local nursery, Home Depot and walmart. Walmart had great tulips a few weeks ago. I go to local nursery for hydrangeas because I'm slightly obsessed with them and want the best variety. Home Depot has good annuals for the price.
I went to Lowes and Meijer this morning and ended up buying a hanging basket at Meijer. There are two local places near me, so I plan to check them out this week!
