Dry scaly rash?

My 10 week old has developed a dry and sort of scaly rash in the last few days. It doesn't really look like dry skin, is not red, and is everywhere her diapers touch including her thighs. I have been putting CJ's on it without any improvement or worsening.

Any thoughts on what might cause this? We have been using prefolds/covers and NB simplexes. What else can I do for her bottom?

Maybe LO has developed a wetness sensitivity.  I'd cut some fleece liners for LO and give her plenty of air time.
