experience with cystic fibrosis?

Hello. I am getting concerned. My son is 19 months and has been sick the entire month of march.  His pedi isn't concerned because he is a "daycare kid."  Do babies get tested for this at birth? (we live in Massachusetts)  We have a nebulizer and have been plowing through the albuterol.  My sister just found out she is a carrier.  Do you think he has it???
